Pennsylvania Wildlife Recovery Disclosure Regarding SB 303

Sentinel Wildlife Recovery & Rural Drone Services is a registered fictitious name of Sentinel SkyWorks, LLC. This disclosure explains our current position regarding proposed Pennsylvania legislation related to drone-assisted recovery of mortally wounded or lawfully harvested game.

Current Pennsylvania Service Status

Drone-assisted game recovery is not currently offered in Pennsylvania by Sentinel Wildlife Recovery & Rural Drone Services.

Proposed legislation is not current law. Until Pennsylvania law and applicable Pennsylvania Game Commission rules clearly authorize drone-assisted game recovery, this service will not be provided in Pennsylvania.

SB 303 Legislative Monitoring

Sentinel Wildlife Recovery & Rural Drone Services is actively monitoring Pennsylvania Senate Bill 303 and any related legislation, regulations, guidance, or Pennsylvania Game Commission action concerning the use of drones for recovery of mortally wounded or lawfully harvested game.

As proposed, SB 303 concerns the potential use of small unmanned aircraft systems in connection with game or wildlife recovery permits. However, a proposed bill does not create legal authorization unless and until it is enacted and any required regulatory or permitting framework is in effect.

Future Service Intent

If drone-assisted game recovery becomes legally authorized in Pennsylvania, Sentinel Wildlife Recovery intends to add this service in a regulated, ethical, safety-focused, and compliance-driven manner.

Any future service would be subject to all applicable requirements, including but not limited to:

  • Pennsylvania law

  • Pennsylvania Game Commission rules

  • Any required state permits or recovery authorizations

  • FAA Part 107 rules

  • FAA airspace restrictions

  • Remote ID compliance

  • Weather and safety conditions

  • Pilot availability

  • Equipment capability

  • Landowner permission

  • Hunter licensing and tagging requirements

  • Reporting or documentation requirements

  • Company operating procedures

Intended Purpose of Future Service

If legally authorized, drone-assisted game recovery would be intended only for lawful post-shot recovery assistance involving mortally wounded or lawfully harvested game.

The purpose would be to assist ethical recovery efforts, reduce unnecessary loss of lawfully harvested animals, support responsible hunters, and provide another recovery tool where legally permitted.

What Future Service Would Not Be Used For

Drone-assisted game recovery would not be used for:

  • Scouting live game for hunting advantage

  • Locating live game before a shot

  • Detecting, pursuing, driving, pushing, or harassing wildlife

  • Aiding in the unlawful taking of game

  • Replacing hunter responsibility

  • Avoiding licensing, tagging, reporting, or season requirements

  • Entering private property without permission

  • Violating Pennsylvania Game Commission rules

  • Conducting any operation prohibited by federal, state, or local law

Landowner Permission

Any future drone-assisted game recovery service, if legally authorized, would still require appropriate property access and landowner permission where applicable.

A drone operation does not grant permission to enter private property, recover game from private property, cross property lines, or access land without lawful authority.

FAA Compliance

Any future drone-assisted game recovery service would be conducted subject to applicable FAA regulations, Part 107 requirements where applicable, Remote ID requirements, airspace restrictions, weather conditions, and remote pilot in command authority.

FAA compliance does not override state wildlife law, Pennsylvania Game Commission rules, landowner permission requirements, or other applicable legal restrictions.

No Guarantee of Recovery

If legally authorized in the future, drone-assisted game recovery would be a search assistance service only. No service would guarantee location, recovery, possession, tagging, legality, or outcome.

Terrain, canopy cover, vegetation, weather, thermal conditions, time elapsed, animal movement, access limitations, and legal restrictions may affect whether a search can be conducted or whether an animal can be located.

Updates

Sentinel Wildlife Recovery & Rural Drone Services may update this disclosure as Pennsylvania law, SB 303, Pennsylvania Game Commission guidance, or other applicable rules change.
